In early June 1869 Lieutenant George Wheeler was ordered to organize a reconnaissance party and perform thorough and careful reconnaissance of the country south and east of White Pine, Nevada, to the head of the Colorado River. This led to the establishment of the U.S. Surveys West of the 100th Meridian, also known as the Wheeler Surveys. Wheeler's tasks were to obtain data for a military map, evaluate the possibility of building a wagon road, and select sites for military posts. Two years later he was ordered to explore and map the area south of the Central Pacific Railroad in eastern Nevada and Arizona.

Resolved, That there be printed, for the use of the Senate, ten thousand copies of the several reports of surveys for a railroad to the Pacific, made under the direction of the Secretary of War; and also of the report of F. W. Lander, civil engineer, of a survey of a railroad route from Puget's Sound, by Fort Hall and the Great Salt lake, to the Mississippi river; and the report of John C. Fremont, of a route for a railroad from the head-waters of the Arkansas river into the State of California; together with the maps and plates accompanying said reports, necessary to illustrate the same; and that five hundred copies be printed for the use of the Secretary of War, and fifty copies for each of the commanding officers engaged in said service.
